How members of the panel were chosen
The Secretary of State had asked Dame Fiona Caldicott to select a panel of experts to conduct the review.
Fiona Caldicott first selected a small steering group who considered how the Panel should be constituted. The Steering Group began by identifying some key areas that should be represented on the Review Panel. They then considered which organisations should be approached to suggest members.
The Panel consists of those individuals recommended by these bodies or other key stakeholders. Although members have generally been proposed by organisations, the individuals have been selected because of their knowledge and expertise and will not act as representatives of these organisations on the Panel.
